Mohammadmian Soomro, the Caretaker Prime Minister of Pakistan said that the people are the best judge to elect their representatives for the assemblies and ballot is the best means to achieve this objective. He added that this objective can be achieved only through peaceful political process both before and during the general elections scheduled to be held on January 2008. The Prime Minister was talking to the newly inducted Caretaker Chief Minister of Sindh, Justice (R) Abdul Qadir Halepota yesterday. He stated that it was the responsibility of the provincial administrations of every province to ensure peace and security of the people and that the federal government would give the necessary support and guidance in this regard. Soomro said that the government would carry out its responsibilities for the interim period and it is the duty of each and every citizen of Pakistan, including the political leaders to facilitate the political process towards a free and fair general election. The Caretaker Chief Minister assured Soomro that the interim provincial administration would perform its role in creating a conducive atmosphere for the forthcoming general elections 2008.

According to General Pervez Musharraf, the general elections in Pakistan will be held on January 8. But the opposition parties say that the ballot will be unfair because the Election Commission works on behalf of President Pervez Musharraf. The Pakistan People’s Party has threatened to stay away from the elections and demanded that Musharraf should resign, lift curbs on the media and release all political prisoners. PPP deputy Secretary General Raja Pervez Ashraf said that Musharraf’s public statements were making elections more controversial. “The only exit for Gen Musharraf is that he must resign so that a real, independent caretaker government foresees elections,” he said. He also stated that the deposed judges who refused to take oath under the PCO could decide the petitions challenging Muharraf’s presidential candidature. He added that Musharraf’s regime had gone too far in curbing civil society protests against emergency and said that though the methodologies of all opposition parties differ, they all had a one-point agenda to oppose dictatorship. He said Gen Musharraf had made a promise to the people of Pakistan and to the international community that he would doff uniform by November 15 and he must abide by his commitment.

Soon after the swearing in of the caretaker government, former Pakistani Prime Minister Benazir Bhutto rejected it in her first remarks after being released from house arrest. The lower house of parliament was dissolved at the end of its five-year term on Thursday and so the new caretaker government took its place to hold general elections in January. Referring to General Musharraf’s ruling party, Benazir said, “This caretaker government is an extension of the PML-Q and is not acceptable.” She also said “We demand that Musharraf take off his uniform. We want to see a neutral caretaker government which is acceptable for all Opposition parties,” she said, adding that only such a government could ensure fair elections. She urged the international community to support the democratic elements in Pakistan and said that only democracy can save Pakistan. She also said that it was difficult to work with Musharraf as he had taken Pakistan “back towards military dictatorship”.

The Election Commission of Pakistan has called for an All Parties Conference to finalize the code of conduct for the upcoming general elections. The Election Commission has invited as many as 19 political parties of the country to send representatives in the meeting to give final touches to the proposed code of conduct. But the opposition parties are not attending the meeting to show their distrust over the Election Commission. Senator Latif Khosa of PPP said, “PPP does not accept this Election Commission which is working on the directives of President Musharraf. We have demanded its re-constitution and by participating in the conference we cannot legitimise it. It is an orphan body who has no authority to do any thing.” Ahsan Iqbal, Secretary General of PML-N, said that it would boycott the meeting. “There is martial law in the country and the Constitution is suspended, we do not want to become the part of this fraudulent election, and therefore, we will not attend the meeting”, Iqbal stated. However PML-Q, MQM, PPP-S, Muslim League(F) and other parties have announced to take part in the conference.

Saud Mirza, the chief of criminal investigations at Karachi has been appointed to probe the assassination attempt on Benazir Bhutto, the former Pakistan Prime Minister who returned to Pakistan after eight years in exile after the claim from Ms Bhutto, that Asif Ali Zardari, her husband was tortured by the previous officer who was investigating the case in custody on corruption charges in 1999. The home secretary of Sindh province, Ghulam Muhammad said that the five men team for the investigation on the assassination attempt on benazir would be headed by Saud Mirza and there is no other change in the team.

In the wake of last week’s suicide bomb attack on Benazir Bhutto which led to the death of 139 people, Pakistan opposition vowed to defy a ban on rallies in the run-up to Pakistan general elections. The Pakistan government is drawing up a code of conduct for political campaigning for the coming Pakistan general election in January, which is seen as a key step for restoring civilian rule in Pakistan.
Bhutto said that she would have to “modify our campaign to some extent” but Bhutto has pledged to remain in Pakistan to lead the PPP in the polls despite the bombings that targeted her mass procession in Karachi, Pakistan. Pakistan President Mr. Musharraf, a key US ally in the fight against terrorism, is under international pressure to hold free and fair polls amid a fall in popularity.

Pak President Parvez Musharraf on Wednesday said that he will not take oath as the president of Pakistan unless the Supreme Court’s final verdict on Musharraf’s eligibility to contest for the election in uniform is announced. In an Interview given to ARY Television yesterday, the official Associated Press of Pakistan reported that Musharraf was waiting for the Court’s decision and won’t be sworn as president till October 17th when the court will hear the petitions filed against him by his rivals. The Election Commission of Pakistan has not yet declared the winner of October 6th presidential polls as per Supreme Court’s direction to reveal the result only after the final decision on Musharraf’s candidacy is announced next week.

Pakistan People’s Party (PPP) Punjab president Shah Mehmood Qureshi announced that PPP will develop an election plan in London meeting on October, 3. The plan is mainly concerned with the upcoming general election whether to take along parties of ARD or to be alone. All the allied parties were invited for the meeting.
Shah Mehmood Qureshi also said that in spite of the protests aroused by PPP, the Election Commission accepted the nomination papers of General Pervez Musharraf. He also claimed that General Musharraf cannot become the candidate in presidential elections as per the law and also said that PPP is going to file a petition against the re-election of General Musharraf.
He also said that “PPP will walk out from assemblies if General Musharraf contests the election in uniform”. He also informed that we make all these decisions after making a discussion with Benazir Bhutto.
The Journalists community carried out protest rallies in various cities against the handling of their colleagues by the Police in Islamabad on September 29th. He also underlined that “PPP strongly condemns brutal violence against the journalists in Islamabad”.
The protesters asked for the withdrawal of cases registered against journalists. They said that “media is the support for the state and will not allow anyone to weaken its truthfulness”. They also informed that “they will go on with the struggle for the freedom of media and will protect it at all cost”.
Shah Mehmood Qureshi remarked that they want the election to be conducted in an efficient and peaceful manner. He also said that if Benazir Bhutto is arrested for any reason then they will take all the political and legal ways to deal with that situation and he also added that Benazir Bhutto did not get any benefit from the government.

Musharraf to continue as Army Chief, if not elected

Attorney General Malik Mohammad Qayyum made it clear that Parvez Musharraf will continue as chief of army staff if he is not re-elected and he will continue in the post until the new army chief is appointed by the newly elected President. The Supreme Court’s ruling regarding Musharraf’s eligibility to stand for the elections is yet to come. Earlier, Musharraf stated that he would step down from the post of Army chief if he is chosen as the President again.
The opposition parties’ lawyers said that Musharraf had already attained the retirement age and should shed uniform. But Qayyum remarked that there is no such age-limit for a four-star General of the Pakistan Army under the Army Act and Musharraf’s tenure will end only when his successor is appointed. Meanwhile, President Pervez Musharraf is all set to face the upcoming General Elections.
Shaukat Aziz, Prime Minister of Pakistan said that the arrest of the politicians the other day was as a precautionary measure to maintain a peaceful atmosphere in the country. The arrest followed the threats made by the opposition parties to protest against President Musharraf’s candidature. The U.S. Embassy called the arrests “extremely disturbing” and insisted on immediate release of the detainees to ensure free and fair elections. Security was made strict near the Supreme Court premises and a ban was imposed on gatherings of more than five people.
